The Bible is the intellectual manifesto of civil society. It is through biblical exegesis that the values of civil society can be discussed in an intellectually sophisticated fashion, in a fashion that would appeal to the brightest minds and the deepest spirits.
The study of the Chumash would serve to keep fresh the ideas of civil society. Civil society is profoundly practical, and doesn't naturally attract intellectual constructs. That is why the Chumash needs to serve as civil society's intellectual vanguard, to place civil society into its proper (sacred) context.
