Caution the ruling elite

That rabbinic teachings work well for the ordinary Jew reflects the bias in miqrah in favor of the values of civil society. That rabbinic teachings work poorly for the Jewish community's leadership reflects the misunderstanding of miqrah's values as they pertain to the ruling elite.

Humility and discipline are reflected in the values of shabbat and miqdash. Both are meant to caution the ruling elite in the administration of authoritative rule. Biblical teachings are meant to give guidance to the rulers so they don't engage in the sort of free-for-all we saw in the Thirty Years' War or WWI.
