All the moral philosophers, be they Hobbes, Locke or Burke, Hume or Rousseau, Smith or Marx, assume the state of nature is devoid of authoritative and legitimate government. They thus have to explain how mankind goes from no government to yes government, be it through the social contract or through some covenant or other.
Our read on the Chumash is that the state of nature includes human society. Man is naturally a herd creature. Social mechanisms are always and naturally at play. The covenant is about adding a layer of authority to civil society, which society would come about naturally and does not require covenantal instruments for it to come into being. As abundance is about things already being given, so society happens on its own.
Sanctity incorporates cultural elements into the natural processes. A political ideology that includes consecratory elements is able to posit a human condition that has built into it, naturally, the possibility of higher values governing human society.
