The difference between the Garden in Eden (which was the source of the four great rivers' water) and Noah's Ark (which was a defense against the ravages of water) is the difference between abundance and threat.
The second Creation was implemented in the context of threat and danger rather than context of the first Creation: security and beneficence.
Genesis 9:2 establishes the relationship between Man and Animal as based on fear and the rule of power in contrast to the relationship of comraderie that defined the relations in the Garden.
