It's entirely possible to belong to a people that are the remnants of the remnants of a collapsed, once-great civilization and not know it. It's entirely possible for the members of the remnants to continue to believe their people are still great and flourishing.
The lower the general tolerance in the values of the remnant culture, the more likely the people are resisting the truth of their culture's diminished circumstances. Great cultures do not feel threatened by the attractions of other cultures. The height of the ghetto wall is a measure of the denial of the culture's shrunken state.
