In the pre-modern era the effect of the court Jews was like a resource curse. The court Jews serviced rulers whose indigenous populations were not sufficiently advanced to support a sophisticated regime so the Jews bought special privileges for themselves by providing funds to the monarchy that the monarch couldn't otherwise get.
