Mitigating institutions promote resiliency and sustainability

Any totalitarian regime lacks the mitigating institutions that modulate the primary institutions of the society, those mitigating institutions that would allow the primary institutions to function in a way that promotes resiliency and sustainability in the society. That is why authoritarian regimes tend to be brittle and subject to collapse.
