Non-material institutions are civil society institutions

The three destinations for Russian Jewish emigrants in the 20th century were America, Palestine, and the urban centers in Russia, representing, respectively, liberalism, Zionism, and communism. Each of these three movements was fervently grounded in materialist ideologies. A non-materialist ideology would of necessity focus not on the materialist institutions of the society, be they economic or political, market or government. Instead they would focus on the relation between the ruler and the common folk in their civil society. In the economic case, they would be institutions that mitigated the ruler's creative function; in the political case, they would be institutions that mitigated His authoritative functions.
