If, as a nation, you don't keep shabbos, then miqdash will be corrupted as well and the ministry will serve not to mitigate the fury of the divine ruler but to intensify that fury. The mullahs of Arabia are an example of what happens to divine rule when people don't have an alternative set of institutions to promote love of one's fellow and of one's neighbor.
