One-up

The Babylonian rabbinate tried to one-up the Jerusalemite rabbinate over which was the supreme authority in the Jewish world. The Jerusalemites decreed people in Israel were prohibited from leaving Israel. The Babylonians fired back that only a divinely appointed and annointed leader could return the people out of exile. They were vying with each other for supremacy and using halakhic process as their competitive arena. In any case, they weren't taking either the Jewish people or rabbinic law into consideration in their struggle with each other.
