The issue isn't power; the issue is structures of power. Flashes of power are useful but not all that interesting. Power structures need to establish and retain power over various conditions and a wide variety of circumstances. Power structures need to be resilient and sustainable. Power structures are about creativity and dignity. Power flashes are counterfeit.
The resource curse nourishes the power flash to the detriment of the power structure.
To go from a power flash to a power structure requires the action of mitigating institutions.
Power's structure comes from the sacred.
