When God in the wilderness punishes Israel's sons what He is really doing is applying radical measures to the formation of a disjoint people into a functioning nation. Plagues and pyrotechnics and the condemning of a generation to die out before they can move forward are all radical measures God uses to bring about rapid change within the people so that He can free them of bad habits before those habits contaminate the new political reality the people will be needing to face after the Egyptian (diaspora) captivity.
