Meod meod signifies an effect that is so strong that it changes the nature of what is being effected. 1:7:18 is the first instance of the double usage. Tov meod signifies something comprehensive; vehamayim gavru meod meod 'al ha'aretz signifies and event that altered the nature of the relation between water and land in the world.
