The Haredi won't let go of the galut (the exile) while the Dati leUmi pretend the galut never happened. What they have in common is their refusal to learn from the past errors that led to the galut, errors the imposition of the galut was meant to correct.
Listening to the Dati leUmi one would never guess all those promises God made to the forefathers of Israel and to the children of Israel were deemed null and void by the ultimate abrogation of the covenant, which led to exile.
The intended meaning of the galut for the Jewish people is that something fundamental and important has to change in the consciousness of the Chosen People before the covenantal partnership can be made to work. The people need to understand better how to organize themselves so as to be ruled by a divine power but not by a divine legislature nor by a divine judiciary. When the people lost their sovereignty what they lost was their rule by YHWH; they lost His executive power.
