Treaties don't apply to individuals

Ezra reversed the direction of treaty from God to Israel to from Israel to God. After Ezra the treaty between Man and God is not as a peer or consort but as a supplicant. 
Such a reversal sits well with the shift from collective to individual relationship between the divine and the mundane. If the relationship to God is lodged in the individual, it could hardly be a relationship between peers. 
With the treaty from the individual to God, all the political content was wiped away.
