What makes an issue (ideologically) compelling to a person is an implied sense of urgency. Urgency in ideological matters comes from a sense of process, where one thing could lead to another. It is not the severity of a problem so much as the inclination for a problem quickly to create more problems which shoots an issue toward the top of the list for ideological concern. Urgency is the residue of will, not of deliberation.
