The ultra-Orthodox's anti-Zionist position comes from the political rule the ultra-Orthodox leaders had already been exercising in Eastern Europe for centuries. The rabbinic leaders believed the ultra-Orthodox followership already had their leaders and they didn't need the national leaders coming in as usurpers.
