NKVD & slave labor

The secret police finance their operations by participating in criminal activities. They thus insulate themselves from the need to depend either on the apparatus of the state nor on the good will of the nation. 
In the Soviet Union the NKVD, for example, financed most of its budget from the profits of slave labor and from the imposition of special taxes on free citizens they had convicted of particular crimes.
