Corruption oils the workings

When corruption oils the workings of the bureaucratic or justice system rather than impeding it, it signifies a cultural bias. 
It means the respect for authority in that society, for the office and the duty of power wielding, is missing. 
It means the regulation of the ordinary citizenry is part of the system of personal honor for those in power rather than the ostensible purpose of the regulations – to serve God, to promote the flow of social or economic transaction, to maintain the public order, etc.
