Disinterested authority

The failure of freedom Fareed Zacharia (in his book of the same name) talks about as plaguing many American political institutions is doubly and trebly the case in the Middle East. 
To introduce democratic electoral processes into a culture that still does not subscribe to the notion of disinterested authority is only to exacerbate the problems of power (mal)distribution.
