The first step to ending the Arab war against Israel is to turn off the oil tap, to make the problem not ideology but technology.
The second step is to use the catastrophic (to the Arabs) circumstances of their loss of material wealth to alter the social fabric of their society. When the extraction economy of oil production comes to an end the natural alliance between the power/challenge system and the economic order will, for a time, be in disarray. At that moment it will be important for Israel to ally itself with a group of forward-thinking notables who would begin to promote the technological altenative to the extraction economy.
By beginning to build up a sector that relies on merit and not influence the Israelis will be planting into the Arab world a seed of redemption.
It's not ideology, it's technology, and then it becomes transformation.
