The centrist institutions need to be able mediate between the predatory strong within a society and the defenseless weak.
When those institutions fail to do so the honor/shame system grows up and fiefdom reigns, dismembering the bureaus that run on the fuel of authority, and turning them into theaters for the advance of the careerists in the mix.
