Corruption of the power wielders is an expression of their prerogatives; corruption of their subordinates is an expression of their challenge to that power.
In both cases, and in all cases, the issue is the person and not either the objective or the office of the institution.
Hence the institution dissolves beneath the overrule of the power-challenge impulse of the honor/shame society.
