Under the monopoly province of the Old One

The blood feud and the honor killing are the expressions of a fiefdom of power-wielding which is acceptable in a society based on honor/shame and unacceptable in a society based on authority/bureaucracy. 
When Moses, as his first action in the conquest of the Promised Land, established the three refugee cities he was in effect doing away with the acceptability of blood feuds and honor killings. He was saying the divine covenant was about the blood, and that vengeance, and the meeting out of death for the sake of honor, and blood rites were all under the monopoly province of the Old One and could no longer be exercised by Man.
