The point is not to favor democracy over any other governmental system; the point is to nurture the values of civil society. If some other governmental form can deliver the values of civil society, then democracy needn't be the only option. The challenge to non-democrats is to see to it that their alternative promotes individual dignity within the broad, general populace.
