Civil society will not be able to attain the heights of accomplishment a more intricate and sociologically and technologically advanced society could achieve. Perhaps the right way to say this is that civil society will get there substantially more slowly than the more brittle, more highly advanced societies would. Another way to put it is that if it's a competition, then the civil society will lose out but if it's a collaboration, then civil society will be more resilient and more sustainable. That's why a program that supports civil society requires institutions that work off of rhythms. Rhythms allow people to engage for some of the time in competition and for the rest of the time in collaboration.
