Machinery of government and engines of commerce

The problem with 20th century political/economics is the unresolved relationship between the machinery of government and the engines of commerce. The biblical regime operates on the predicate that the leaders of commerce and industry should never gain too much power. The government, on the other hand, has claims to power that cannot be gainsaid but which are offset by divine rule and by His ministers. 
The question is how does the biblical regime address the connection between the leaders of industry and the rulers of the government?
