The sacred institutions dominate the treaty

Shabbat and miqdash are both manifestations of the treaty between Israel and YHWH. Shabbos is a sign, an ot, of YHWH's creative power but it is an element of the treaty; Shabbos is not a sign of the treaty. 

Miqdash is clearly an element of the treaty. It is about how the governmental, the contextual, shapes the environmental side of the treaty. The number of references to the brit in the sections on the miqdash is legion.
