Sefer baMidbar ends with the arei miqlat, a stop on legitimate vengeance not unlike the way Sefer Shemot ends with the building of the mishkan, which is a stop on authoritative vengeance. This, in contrast to the way Sefer beReishit and Sefer vaYiqra end, with the promotion of vengeance, either historically or in the future.
