As the resource curse frees the ruler of his economic tether to the material world, so does ideological fanaticism free the ruler of his political tether.
The ordinary dictator incorporates the party into the state and makes the power apparatus of the state a monopoly of the party personnel. The totalitarian ruler incorporates the state into the party and sub-ordinates the needs of the state's functioning to the objectives of the party's purposes and the preservation of the party's elites.
