Law as the framework of stablity in human society is the conventional way of understanding the relationship between custom, power, and the human striving that is the foundation of political life. 

Law as the engine of change is a new idea that gives modernity some of its pizzazz. Law as the engine of change is the result of the Enlightenment values and the Industrial Revolution's impact on Western civilization. 

Totalitarianism replaces the stablizing function of law with the use of law as an instrument of change. Totalitarian law does not defend stasis, it embodies the will of the movement. The movement is ever-changing. The movement is about moving the society to a different place. The movement is fineless (ala Shakespeare’s Iago in Othello). 

Sova is where something stops and something else takes over. Sova is the inflection point where simple theories are replaced with ones that are more complex.
