Sheviit alots the natural resources to God and the product to Man. Sheviit however does not deal with the problem of energy and the problem of waste, which are downstream problems to the problems of who has a claim to the natural resources. One would have to extrapolate from Shabbos to argue that during the sabbatical year the society must abstain from the collective, market-based transaction in energy supplies the same way the individual cannot light a fire on Shabbos. As regards waste, the laws of sheviit require a fallowing of the system. Presumably the frequency of the sabbatical year should correspond to the volume of the waste matter the ecology is being asked to process. Seventh year sabbaticals are the lower limit. They might rise in frequency as the wastage increases.
