Aliens & locals

It is difficult for an alien, occupying force to do nation building because it is vital for the locals to take care of their own. The entire system has trouble getting off the ground because as soon as a foreign occupying force takes charge, that force cannot trust the locals to do the right thing. 
Under occupation, authority (the alien force) and legitimacy (the locals) have trouble cooperating. 
The key fact of the Mannah was that every family did its own food collecting so that it was not something the ruling elites could get their hands on. Only when Moshe is away are the ruling elites of Israel able to regain their power through the Molten Calf/ Disguised Wheel. God cannot abide among a stiff-necked people because the stiff-neckers are anti-God: they are anti-ordinary people and pro-ruling elites.
