A more primitive form

If we posit that gift exchange is best suited for circumstances of abundance and market exchange is best suited for circumstances of scarcity, then why does disaster, which presumably corresponds to circumstances of scarcity, elicit gift exchange rather than market exchange? 
Because gift exchange is a more primitive form of social interaction and is not nearly as demanding of well-functioning political/economic institutions as is the marketplace.
