The effect of combination

Shemitta is another way to deal with the power modern society can wield over the design of social structure. Rather than weakening the connection between Church and State the shemitta laws weaken the effect the combination between Church and State can have on society. 
Shemitta forces that combination at once to exercise strong government control over the economy, while at the same time shemitta makes the combination attend to the spiritual and material needs of the people.
