God authorized the building of the mishkan so as to enable the people of Israel to satisfy their hunger to give. The people's response to the opportunity was so overwhelming Moshe had to call a halt to it.
The people needed for God also to be on the receiving end of the relationship in order for them to feel empowered and thus not so beholden to Him. Had He insisted on it being only mandated contributions, the covenant would have turned into a government project and the civil society character of it would have been quashed.
