Gift exchange at the personal level becomes mutual aid at the collective level.
Mutual aid can be organized and energized by the government agencies but it cannot be replaced by the government.
It takes a particular kind of beneficence on the part of the ruling authorities to have them supporting mutual aid activities and mutual aid institutional structures.
