The problem with every scenario of disaster relief implementation is that they begin by insulating the ruling authorities from the impact of the disaster.
As a result, those in power cannot experience what is happening on the ground and so they aggravate the problems. Rather than waiting, they panic and rush.
They do not appreciate the resiliency of those on the ground at the scene of the disaster. Furthermore, the insulating of the ruling authorities makes the systemic problems become brittle.
