When the ruling elite are not legitimate, the interests of the ruling elite supersede the interests of the people, as the fictions the ruling elites need to promote in order for them to be able to maintain their own hold on power are more important than the facts on the ground about the people's condition.
In both cases, the sin is the leadership's, and it is the sin of hubris.
