The state itself

A state bureaucracy is like a clerical ministry. It owes its allegiance only to the state and not to any particular class within society. 

The Jews of mittle-European Prussia and of much of Eastern Europe served a similar function. They too were outside the ordinary social universe of their societies and belonged in their allegiance to the interests of the state itself.
