Social decision-making in the adult realm

Utilitarianism defines social welfare as the sum of all private welfares. There is no collective reality in that measure of commonwealth. 
Collective reality only really comes to the fore under conditions of abundance. So long as the society defines itself in terms of scarcity, the aggregation of the private metric is approximately good enough. It is when the society needs to become adult and mature into a more highly civilized order that the collective needs to be able to become an independent reality. That independent reality comes about from the advantage that abundance affords. 
The Old One's providence is paramount because it projects social decision-making into the adult realm where abundance is a pre-requisite.
