What is a doctrine?

What is a doctrine? 
A doctrine is a program and a system of beliefs held by a collective, which program still needs to be implemented in the future. When a government undertakes to create some values and to implement those values we call it a doctrine. 
Along with the implementation of the doctrine, the government needs to make legitimate the inculcation of the doctrine. We call that process of legitimate inculcation: 'indoctrination.' Indoctrination is more than propaganda; it is a reshaping of a society to conform to some government-sponsored doctrine. 
The diaspora has been indoctrinated deep into the Jewish people. Surviving the diaspora is what the Jewish people take to be their defining character trait. To give up the diaspora is tantamount to giving up one's Jewish identity. 
The establishment of the State of Israel is a threat to that indoctrinated Jewish identity. The establishment of the State of Israel is a problem. How does a society reverse two thousand years of indoctrination?
