The aristocracy represented state power while the merchants represented economic power.
The state owned the assets while the merchants owned the means of production. The state's tapping of corporate charters to enable corporate payment to the political franchise was something that happened entirely out of the earshot of the general populace.
The same sort of alliance is taking place today. The state representatives are in alliance with the corporate interests largely to the exclusion of the general public, and it's happening all over the world.
