The pan-nationalists liked to militate against state governments, especially when those governments were weak.
The Haredim belong to that pan-nationalist strain. Before the establishment of the State of Israel they were the premier anti-Zionist force in the world; after the establishment of the state they worked, and continue to work, to discredit and disqualify the legitimacy of the state in ways that border on treason.
