Stewardship requires an explanation

Stewardship is a measure of political maturity. A people has arrived at a state of political maturity when they come to understand their need to temper their desires and to act rather for the sake of the well-being of those who are their sub-ordinates and inferiors. 
The function of many national legends is to explain how the nation arrived at their state of maturity, what it was the nation had or did that earned them the role of care-taker or steward for others who defer to them and pay tribute to them. 
Stewardship requires an explanation whereas survival does not. Stewardship therefore needs to be earned, and thus deserved, whereas when the political ideology is one of competition and survival and self-defense people’s understanding comes naturally and doesn’t need a legendary narrative.
