When and in what order

Speed and earnedness are inversely correlated. 

Deservedness is less about 'how much' and more about 'when,' and 'before whom' and 'after whom.' 

Deservedness determines seniority and duration. 

So fairness determines how much and who, and deservedness determines when and in what order.
