A society that promotes a casino economy resembles a society that promotes sexual orgies. It should be made not too easy to engage in indiscriminate market transaction the same way as it is made not easy to engage in indiscriminate sexual intercourse.
It's a matter of how fast you get together and then how repeatable the single interaction needs to be.
