Sheviit is the process of controlled famine. It is based on the notion that famine is inevitable, that indeed, it is perhaps even necessary, and could even be useful. It would be best to account for the famine, anticipate it, and harness its most productive elements rather than to ignore it, or, even worse, trying to stop it from ever occurring.
