Law subordinate to power

In a strong man, money-favoring state people are punished for acts they commit which are identical to the acts of those who punish the criminals. 
The only difference between the punisher and the punished is to whom in the power structure they belong. The more powerful punish the less powerful for crimes both groups commit. 
The law is subordinate to the power and the person of the strong man who rules. 
That is one of the deeper meanings of the difference between vengeance and justice.
