Raw power & delegated power

Fascism is the system of governance that most resembles the strong man power-holding that goes on both in the Middle East and in Russia. 
We all think the Cold War was about liberal capitalism versus communism, who had just jointly defeated fascism in WWII. Not so. By the time WWII was over the Soviet Union had been taken over by its own fascistic leadership. That leadership became the model for power-holders all over the Middle East, where the fascism continues to flourish in the ideological ground of its own. It speaks the language of socialism, as did the Soviet form of fascism, but that is merely a charade. 
We have not yet really had a true challenge between socialism and capitalism in the last two centuries because the communism keeps transmogriphying into a form of fascism. The real battle over the last sesquicentury has been between the rule of raw power as it adheres to the person of the strong man ruler versus the rule of delegated power as it adheres to the office of the authority.
